Black tie optional basically means "Black tie preferred, Formal is also perfectly OK". So: tuxedo or dark suit, floor or ankle-length gown or cocktail dress. Another way to put it: "if you have a suit but no tux it's OK to wear your suit, but if you have a tux, this is a good excuse to wear it."
